		<description><![CDATA[interesting note on F14 showing the Federalist notion that a Bill of Rights would constrain, rather than protect, rights - in that, by the act of setting out some specifics, you threaten the non-enumerated, unspecified rights.  I reckon that&#039;s what #s 9 and 10 are for - but I don&#039;t have the sense that 9 and 10 are used (especially 9) in that catch-all sense they clearly are intended to serve.]]></description>
